Ho, Jul. 10, 2023 – Mr. Divine Bosson, the Municipal Chief Executive (MCE) of Ho, has issued a stern warning that the assembly will take decisive action against illegal and unauthorized structures within the municipality. According to the MCE, approximately 90 percent of buildings located in flood-prone areas lack proper permits and have been constructed without adhering to the municipality’s layout and development guidelines. As a result, these structures will be demolished.
The MCE’s announcement came during a tour of areas affected by heavy rainfall last Saturday, which led to flooding in several neighborhoods within the municipality. Improper waste disposal and a disregard for sanitation and land use regulations were identified as the main causes of these disasters, resulting in significant damage to homes and businesses.
Accompanied by assembly members from various electoral areas, the MCE visited the homes and businesses that were impacted by the floods. Known flood zones, such as the Civic Centre and a mega culvert on the Ho to Aflao road near the Teaching Hospital, experienced overflow.
The floodwaters carried sediment, infiltrating homes located in flood-prone areas, causing structural damage and leaving behind debris. The Asogli palace, situated near a major culvert, was also affected by the flooding. During the visit, residents were observed trying to remove water from their homes, while some shop owners began relocating their merchandise.
In response to the situation, the MCE ordered the demolition of buildings that were at risk of collapse due to the floods. He expressed his sympathy for the victims and assured them that the Assembly would provide necessary solutions. These measures would include expanding existing drainage systems.
“We need more drains in town. We must build a lot of well-engineered drains capable of handling the water flow,” stated Mr. Bosson.
The MCE emphasized that approximately 90 percent of structures in flood-prone areas lack proper permits, reaffirming the Assembly’s commitment to taking the necessary actions to safeguard the city. He identified the Teaching Hospital area as a critical trouble spot and proposed constructing a major bridge in place of the current culvert. The ongoing construction of the UHAS bypass will pave the way for the installation of a more suitable bridge.
Furthermore, Mr. Bosson disclosed that the Agbogbomefia Togbe Afede XIV, paramount chief of the area, has urged the Municipal Assembly to establish an urgent technical committee to address the flooding challenges. The Agbogbomefia has pledged support to the Assembly’s efforts and assured cooperation in enhancing the city’s development plans.
Ms. Ivy Amewugah, the Volta Regional Director of the National Disaster Management Organization (NADMO), stated that her officials have been assessing the widespread damage caused by the floods. NADMO will collaborate with the various assemblies to address the issue of obstructive structures.
Efforts to mitigate flooding and protect the residents of Ho will require a multi-faceted approach, including the enforcement of building regulations, the expansion of drainage systems, and the collaboration of stakeholders to implement effective solutions. With a collective commitment, the municipality can overcome its flooding challenges and ensure a safer and more resilient environment for its residents.
