Minister of State clarifies investment amount in Ghana’s Free Senior High School Programme

Introduction: Dr. Mohammed Amin Adam, the Minister of State at the Ministry of Finance, has clarified the cumulative amount invested in Ghana’s Free Senior High School (Free SHS) Programme. Contrary to previous reports, Dr. Adam stated that the total investment by the end of 2021 was GH¢5.3 billion, not GH¢7.62 billion as previously represented. He made this announcement during a parliamentary session in response to a question from Mr. Clement Abas Apaak, a Member of Parliament (MP) for Builsa South.

Investment in Free SHS Programme

Dr. Adam highlighted that GH¢3.2 billion had been invested in implementing the Free SHS Programme, enabling over 1.2 million teenagers to attend secondary school and pursue better opportunities in life. This investment has also resulted in savings of GH¢2.2 billion for parents and families.

Clarification on Allocation Increase

Mr. Apaak had inquired about the significant increase in the reported amount allocated to the Free SHS Programme. Dr. Adam clarified that the increase in allocation, from GH¢3.2 billion to GH¢7.62 billion, was due to the growth in cohorts and enrollment. The number of enrollments has been steadily increasing, resulting in higher allocations for the programme.

Challenges in Translating Allocations to Investments

Dr. Adam explained that the cumulative allocation for the Free SHS Programme does not directly translate into the amount spent and invested. This is because government spending depends on revenue performance, and there is a non-alignment between the financial year and the academic year. Reconciliation is required before the full payment is made in the next financial year.

Success of the Free SHS Programme

Dr. Adam highlighted the positive outcomes of the Free SHS Programme, citing improved performance in the West African Senior School Certificate Examination. The results showed an increase in students recording grades A1-C6 in English, Integrated Science, Mathematics, and Social Studies compared to previous years. He emphasized that the programme has provided opportunities for approximately 2 million young people to pursue further education, training, apprenticeships, and employment.

Government’s Commitment to Education

Dr. Adam reiterated that President Nana Addo Dankwa Akufo-Addo’s priority is to protect the rights of the people and equip young individuals with the necessary skills for social mobility. The government believes that the Free SHS Policy lays a solid foundation for Ghana’s youth to compete globally and achieve greater heights.

The clarification provided by Dr. Mohammed Amin Adam regarding the investment amount in Ghana’s Free SHS Programme addresses discrepancies in previous reports. The investment of GH¢5.3 billion by the end of 2021 reflects the government’s commitment to providing educational opportunities for Ghanaian students and promoting social and economic mobility.
