The Minority in Parliament has requested that President Akufo-Addo direct the Finance Minister to release the over 100 million Ghana Cedis capitation grant owed to public primary schools.
According to the group, the government has failed to disburse capitation grants to public elementary schools for the past two years, affecting the schools’ teaching and learning activities.
Dr. Clement Apaak, Deputy Ranking Member on Parliament’s Education Committee, told journalists that the education sector must be saved by timely disbursement of capitation grants.

“As I speak to you, the government owes capitation grants totaling 45 million Ghana cedis for the previous fiscal year.” The request for the current fiscal year was 60 million, but the government only brought 11 million for us to approve. So, ideally, the government should be making capitation grants worth more than 106 million cedis available, but this is not happening.”
“It is clear that, contrary to what we are led to believe, education under Akufo-Addo is unrivalled. You cannot persuade us that you are unable to provide the necessary resources for the basic foundation.
“You owe capitation grants for two years, the headmasters are having to borrow and because of that many parents are becoming disillusioned in basic school, so you can’t tell me that this is a president that has prioritised education in Ghana.”
