President John Dramani Mahama on Wednesday, signed into law the Earmarked Funds Capping and Realignment (Amendment) Bill, 2025.
The objective of the Bill, is to amend the Schedule to the Earmarked Funds Capping and Realignment Act, 2017 (Act 947), to expunge from the Schedule of the National Health Insurance Fund, Ghana Education Trust Fund (GETFund), Road Fund, Mineral Income Investment Fund, Ghana Infrastructure Investment Fund, and transfers to the Ghana National Petroleum Corporation from petroleum revenue.
The uncapping of the GETFund will ensure the availability of dedicated funds for financing free secondary and tertiary education for Persons with Disabilities.
Furthermore, the Bill seeks to uncap the National Health Insurance Levy to release additional funds for the payment of claims, procurement of essential medicines, financing of vaccines, implementation of the Free Primary Healthcare initiative, the Ghana Medical Care Trust, and bridging the USAID financing shortfall, among other critical healthcare needs.
Additionally, the uncapping of the Road Fund will enable the Ghana Road Fund to receive its full allocation, ensuring that the total amount is used exclusively for road maintenance and improvements.
The sources of revenue for the Mineral Income Investment Fund, the Ghana Infrastructure Investment Fund, and the Ghana National Petroleum Corporation have been restructured.
As a result, the amendment is necessary to allow these entities to effectively meet their expenditure requirements.
The event, which took place at the Presidency was witnessed by Dr Cassie Ato Baah Forson, the Finance Minister, Mr Ebenezer Ahumah Djietror, the Clark to Parliament, Mr Julius Debrah, the Chief of Staff, and Mr Felix Kwakye Ofosu, the Presidential Spokesman and Minister in-charge of Government Communications.
The rest are Mr Seth Emmanuel Terkper, a Presidential Advisor on the Economy and a former Finance Minister, Mrs Joyce Bawah Mugatari, the Special Aide to the President and Presidential Advisor, and Mrs Marietta Brew Appiah-Oppong, a Senior Legal Advisor to the President.
